Title IV-E Financial Analyst

$30.00/Hour | Monday–Friday | 8:00 AM – 4:00 PM
Harrisburg, PA Area | Hybrid Potential Based on Client Needs

Abel Personnel is seeking a highly analytical Title IV-E Financial Analyst to support Pennsylvania child welfare reimbursement and compliance initiatives within the Pennsylvania Office of Children, Youth and Families environment.

This role is ideal for professionals with experience in child welfare funding, provider reimbursement, government invoicing, fiscal compliance, financial analysis, or Title IV-E operations who are looking to apply their expertise in a meaningful, mission-driven setting.

We are specifically seeking candidates who can combine:

  • Child welfare or human services knowledge
  • Strong financial and analytical skills
  • Advanced Excel capabilities
  • The ability to interpret and apply state/federal regulations

If you have experience working with county agencies, foster care providers, DHS programs, reimbursement systems, or government-funded human services programs — we want to hear from you.

Key Responsibilities

  • Review provider financial and contract documentation for compliance with state and federal regulations
  • Analyze provider reimbursement rates, per diems, and allowable Title IV-E costs
  • Interpret and apply Pennsylvania and federal reimbursement policies
  • Analyze financial reports, invoicing documentation, and supporting data for compliance and accuracy
  • Provide technical assistance and guidance to providers, counties, and OCYF personnel
  • Track provider submissions and maintain organized reporting documentation
  • Identify compliance trends, reporting discrepancies, and process improvement opportunities
  • Assist with policy implementation, training support, and reimbursement documentation review
  • Maintain ongoing communication with providers, counties, and stakeholders regarding reimbursement and compliance matters

Qualifications

Qualified candidates will possess ONE of the following:

  • Bachelor’s degree in:
    • Accounting
    • Finance
    • Business Administration
    • Public Policy
    • Social Work
    • Or a related field

OR

  • 3+ years of experience in:
    • Title IV-E eligibility
    • Child welfare reimbursement
    • OCYF/DHS policy
    • Foster care invoicing
    • Human services fiscal operations

OR

  • 5+ years of experience in:
    • Financial management
    • Government invoicing
    • State/federal reimbursement programs
    • Financial compliance or auditing

Required Skills

  • Strong Excel skills including reporting, formulas, and data analysis
  • Ability to analyze large or complex financial data sets
  • Strong attention to detail and organizational skills
  • Excellent written and verbal communication skills
  • Ability to work independently and collaboratively
  • Critical thinking and problem-solving capabilities
  • Ability to interpret regulations and apply them to real-world financial scenarios
