Position Summary
The HR and Payroll Coordinator supports the Chief Financial Officer by managing daily HR administration, payroll preparation, certified payroll reporting, and employee certification tracking. The role focuses on execution and documentation. The position ensures payroll accuracy, organized HR records, and compliance with labor regulations and public works reporting requirements.

Key Responsibilities

Payroll Preparation and Support

  • Prepare weekly payroll in the eBacon system, including collecting employee hours, job codes, and required payroll data
  • Review timesheets and identify discrepancies or missing information before payroll processing
  • Communicate with supervisors to resolve payroll data issues
  • Maintain organized payroll documentation and records
  • Prepare payroll reports and supporting documentation for review
  • Support payroll compliance requirements related to wage laws and company policies
  • Update Payroll desktop instruction

Certified Payroll and Compliance Reporting

  • Track certified payroll reporting deadlines for public works projects
  • Prepare certified payroll documentation for submission to the Department of Industrial Relations
  • Maintain organized and audit ready certified payroll records
  • Distribute certified payroll documentation to contractors when required
  • Ensure prevailing wage classifications and reporting data remain accurate
  • Update Certified Payroll desktop instructions
  • Keep track of PW rate increases and update system

HR Administration

  • Process termination documentation according to company procedures
  • Prepare onboarding packets and collect new hire documentation
  • Maintain employee personnel files in digital and physical formats
  • Maintain organized HR records and administrative documentation
  • Support HR administrative processes under the direction of the CFO

Employee Certification Tracking

  • Maintain system tracker for employee certifications, licenses, and required training
  • Monitor certification expiration dates and renewal requirements
  • Notify employees, supervisors, and the CFO of upcoming renewals
  • Schedule training, exams, and certification renewals
  • Collect and file updated certification documentation
  • Maintain accurate certification records within company systems such as eBacon

HR Compliance Research Support

  • Research HR and labor compliance questions using official sources including DIR, EDD, and DOL
  • Prepare summaries and documentation for CFO review
  • Monitor changes in HR compliance requirements relevant to company operations

Compliance and Risk Support

  • Support payroll, labor, and HR compliance documentation
  • Maintain records required for internal reviews or external audits
  • Assist with preparation of documentation related to labor compliance reviews

Qualifications

  • Minimum 3 years processing construction or prevailing wage payroll
  • Proven experience with certified payroll for public works projects
  • Strong knowledge of California labor compliance requirements
  • Proficiency in payroll systems (eBacon experience a plus)

Work Environment
This position works in a professional office environment in Chino, California. Weekly payroll deadlines require organized workflow and consistent documentation.

 

Schedule

  • Full-Time
  • Monday to Friday, Flexible Day Hours (typically 8 AM–5 PM)
