Abel Personnel is partnering with an established municipal organization in the Harrisburg area to identify an experienced Accounting Manager / Assistant Treasurer for a full-time, direct-hire opportunity.

We're looking for someone with a strong accounting foundation, sound financial judgment, and the ability to manage day-to-day accounting operations while supporting budgeting, reporting, and long-term financial planning.

Municipal accounting experience is a plus, but not required! We welcome experienced accounting professionals from corporate, nonprofit, governmental, and other financial environments who are interested in bringing their expertise to public-sector finance.

What You'll Do

As the Accounting Manager / Assistant Treasurer, you'll oversee essential accounting and financial operations, maintain accurate financial records, and help ensure sound fiscal management.

Accounting & Financial Management

• Oversee general ledger activities, journal entries, account reconciliations, and financial recordkeeping.
• Manage accounts payable, accounts receivable, and cash management functions.
• Prepare accurate monthly, quarterly, and annual financial reports.
• Maintain financial records and support compliance with applicable accounting standards.
• Monitor financial activity, identify discrepancies, and recommend corrective actions.
• Establish and maintain effective internal controls and accounting procedures.

Budgeting & Financial Reporting

• Assist leadership with developing and monitoring the annual operating budget.
• Analyze revenues, expenditures, and budget variances.
• Prepare financial reports to support informed decision-making.
• Coordinate annual audits, prepare supporting documentation, and work with external auditors.
• Support required governmental financial reporting, with opportunities to learn specialized municipal reporting requirements.

Payroll & Team Leadership

• Oversee payroll processing and ensure accurate payroll reporting.
• Supervise accounting support personnel, including accounts payable and billing functions.
• Provide guidance, training, and support to accounting team members.
• Promote accuracy, accountability, and efficient workflows.
• Identify opportunities to streamline accounting processes and strengthen financial operations.

Assistant Treasurer Responsibilities

• Support treasury functions, including cash management, bank reconciliations, and financial oversight.
• Maintain accurate records of organizational funds and financial transactions.
• Assist with financial planning and reporting responsibilities associated with the Assistant Treasurer role.

What We're Looking For

Required Qualifications

• Minimum of 5 years of professional accounting experience, including financial reporting, reconciliations, and general ledger management.
• Strong understanding of Generally Accepted Accounting Principles (GAAP).
• Experience with budgeting, financial analysis, and audit preparation.
• Demonstrated ability to oversee accounting processes and maintain effective internal controls.
• Strong Microsoft Excel skills and proficiency with computerized accounting systems.
• Excellent organizational, analytical, and problem-solving abilities.
• Strong communication skills and the ability to work effectively with leadership and staff.
• Ability to obtain bonding as required for the position.

Preferred Qualifications

• Bachelor's degree in Accounting, Finance, Business Administration, or a related field.
• Previous supervisory or accounting team leadership experience.
• Experience with municipal accounting, governmental accounting, or fund accounting.
• Familiarity with Governmental Accounting Standards Board (GASB) requirements.
• Experience with QuickBooks or comparable financial management software.
• Experience supporting payroll operations and financial audits.
