The Maryland State Treasurers Office controls the deposit, investment and disbursement of all State funds.  The Treasury Management Banking Division controls Statewide banking relationships, defines and secures contracts to meet the States master depository, disbursement, lockbox, merchant services, trust fund, and escrow account needs, and directs the execution of these contracts.  The Division is organized into three units Reconciliation, Operations, and Banking Services.  Each unit has its own central focus, designed to collectively achieve the constitutional and statutory responsibilities charged to the State Treasurer.

This position will serve as the managing assistant director over the Banking Operations unit.  As the agency completes its migration to the Microsoft Dynamics 365 platform, the Operations unit, working in tandem with an IT project team, will play a key pivotal role in the transformation and expansion of modernized business processes and banking services.  The core emphasis of the Operations unit revolves around general matters tied to the systems involved in carrying out the daily duties and responsibilities of the banking division, optimizing streamlined methodologies and integrating safe and secure practices.  Internal scope includes oversight for the administration and integrity of banking systems and platforms utilized or offered by the division, transmission processing of bank related files moving money into and out of State accounts.  External scope includes oversight for education and outreach to State agencies obligated to follow treasury control policy, and audit and compliance in accordance with established banking contracts and State finance law.

Work in the Treasury Management Banking Division provides an ambitious and challenging opportunity due to the comprehensive, interdependent tasks and responsibilities involved as the control agent for the State treasury, and the far-reaching impact on State financial operations.  The role of the Assistant Director of Banking Operations requires ability to build and maintain synergistic relationships, think prudently in a fast paced, high stakes environment; analyze information from a global perspective in order to achieve overarching goals, exercise initiative and sound, professional judgement; communicate clear and rational direction; and implement practical solutions.  As a working manager, this opportunity is ideal for those who desire to both manage and work hands-on.  Qualified candidates should be able to provide examples of prior experience utilizing effective organization and communication skills and a keen leadership approach towards both the technical and people side of managing.  

Annual Salary: $106,087-$167,304 plus generous leave, pension, and health benefits packages.

Preferred Qualifications:  

  • Bachelors degree in accounting, finance, business administration, or related field
  • Management level experience with State financial duties and systems
  • Banking Industry knowledge including Banking Administration Institute (BAI) concepts and bank industry products
  • Government banking knowledge / experience
  • Experience supervising or managing a team in a financial field
  • Experience researching, interpreting, applying and/or auditing laws, regulations, guidelines or other technical specifications.
  • Experience in diagnosing bank operations issues and orchestrating resolutions.
  • Experience in identifying and resolving matters affecting large scale cash reconciliation activities
  • Advanced level experience with Microsoft 365 products.

LIMITATIONS ON SELECTION: Applicants must be willing to work onsite in the Annapolis area. Candidates will be subject to a background investigation to include credit and criminal history.
