Scranton Housing Authority Comptroller Vacancy Posting Date May 12, 2026 Closing Date June 1, 2026 Vacancy: Job Title: Comptroller Annual Salary Range: $90,000- $105,000 Location: 400 Adams Avenue Scranton, Pa. 18510 Type Employment: Full Time Work Hours: 35 hours/week 7 hours per day 8:00AM -4:00PM Eligibility: 1. Minimum bachelor's degree in accounting or finance; and 2. At least four years of experience as a comptroller or similar accounting job experience. Public Housing experience or experience in a non-profit organization is highly preferred. 3. Any equivalent combination of experience and training which includes four years of administrative supervisory and financial experience in subsidized housing or residential property management. Lynott E-Mail Karll@scrantonhousing.net Fax: 570-348-4442 To obtain any additional information call 570-348-4401 Position Purpose: Manages the accounting department to ensure the Housing Authority's programs resources are expended in fiscally responsible manner in accordance with HUD regulations and performs Human Resource activities. This position reports directly to the Executive Director. Description of Duties: Comptroller Responsibilities: Develops effective systems and procedures for fiscal management, effectiveness, and to ensure compliance with HUD regulations. Maintain general ledgers with subsidiary ledgers, receipt, and disbursement journals, and prepares journal vouchers for each program entity. Supervision of accounting staff and clerical personnel involved in receiving, recording and reporting accounting data. Conduct internal audits of accounting records to ensure accuracy and regulatory compliance. Prepare operating data for accounting reports as required under Federal, State and local regulations and procedures. Responsible for investing and re-investing Housing Authority funds. Perform drawdowns and prepare PILOT calculations. Coordinates and supports independent auditors during the annual audit process, ensuring timely access to records and documentation. Serves as the liaison for all insurance matters, including workers compensation, liability, property, and auto coverage. Preparation of the annual PHA operating fund subsidy submission. Oversees bank reconciliations, program tracking and reimbursements and approval of bills to be paid. Performs all year end functions including preparing 1099's for vendors and Section 8 landlords and processing of closing adjustments. Prepare an annual budget for approval by the board as well as updates for the monthly board meetings. Submit monthly reports in the Voucher Management System (VMS) to track Section 8 funding. Drawdown funds for the Operating Subsidy and Capital Fund. Approve purchase orders and procure supplies and services. Attend all monthly board meetings and executive sessions as needed. Collaborate with Executive Director to seek grants or programs to further fund the work of the SHA. Human Resources Responsibilities: Administers complex leave policies. Ensuring compliance and accurate payroll integration. Manage all employee benefit programs, including pension plans, health, welfare, and unemployment claims and compensation. Serves as the primary contact for resolving employee insurance issues with providers. Manage insurance claims and work with insurance carriers to ensure appropriate coverage is maintained. Perform and oversee payroll functions, quarterly and annual returns, year-end W-2's, wage and leave rollovers, separations, etc. Participate in labor relations activities, including grievance investigations, disciplinary actions, contract negotiations and union engagement. Collaborate with legal counsel, union representatives and Housing Authority staff to ensure compliance with laws, agreements and policies. Submits and monitors submission of electronic files to HUD and other Federal, State, and Local entities as required. Performs other related duties as required.
