ACIO Enterprise Solutions

The University of Oregon seeks an experienced and collaborative technology leader to serve as Associate Chief Information Officer (ACIO) for Enterprise Solutions within Information Services (IS). Reporting to the Vice President for Information Services and Chief Information Officer (VPCIO), the ACIO provides strategic and operational leadership for enterprise academic and administrative applications; learning management system; application development; web hosting and accessibility; enterprise application integration; and enterprise data management, business intelligence, and analytics.

As a member of the Information Services Executive Council, the Associate CIO leads a team of approximately 40 professionals (including those represented by a bargaining unit) and holds budget authority and accountability for the Enterprise Solutions group. The ACIO is a key member of the IS senior leadership team, which is organized into four divisions (Customer Experience and Artificial Intelligence, Information Security and Technology Infrastructure). This leader joins IS at a pivotal moment - one that calls for a steady, supportive presence within the team while simultaneously advancing an ambitious technology agenda on behalf of the University. This leader plays a central role in translating university needs into technology strategy, fostering cross-functional partnerships, and advancing the UO's mission of teaching, research, and public service.

The Leadership Agenda
The University is currently undertaking an assessment to evaluate options for modernizing its ERP and Student Information System (SIS) environment. Options may include replacing the existing Banner on-premises solution, migration to an Ellucian cloud solution, or a best-of-breed platform approach. The ACIO will play a central role in this multi-year effort, leading stakeholder engagement, and leveraging University technology governance structures and campus partnerships to set priorities, develop and lead implementation roadmaps. Change management and broad campus engagement will be essential to this work, which is expected to span three to four years.

In collaboration with internal and external campus stakeholders, the Associate CIO develops and implements vision and plans for the operating needs of the Enterprise Solutions group, including annual and long-term plans for budget, personnel, and technology acquisition, retirement, and life cycle. Additionally, the Associate CIO serves as the primary liaison to the appropriate regulatory agencies, vendors, and professional organizations.

The ACIO will step into a team that is talented and committed and that will benefit from renewed direction, visible support, and consistent engagement. Building trust within the team and between IS and its campus partners is as important as any technical deliverable in the early months of this role.

Key components of the leadership agenda include:

• Set vision, strategy, and organizational structure to meet university IT needs in applications and middleware, including on-premise and cloud-based computational resources, and support for faculty, staff, and students.
• Translate university priorities into technical strategy and architecture, utilizing the university's governance and architectural review processes.
• Develop and implement an enterprise applications roadmap aligned with the UO's strategic goals, ensuring realistic timelines, clear accountability, and measurable outcomes.
• Lead the evaluation and potential modernization of ERP and data platforms, addressing legacy technical debt, standardizing integrations, and minimizing unnecessary customizations to ensure long-term sustainability.
• Foster deep cross-campus partnerships to advance data strategies, improve access to quality information and reporting, and support the integration of data from multiple on-premises and cloud solutions.
• Reinvigorate campus technology governance by rebuilding relationships with administrative and academic leaders, reestablishing lapsed advisory structures, and positioning IS as a strategic thought partner - proactively engaging stakeholders before needs become problems.
• Thoughtfully evaluate and implement innovative technologies - including AI, automation, and cloud solutions - to enhance operational effectiveness and support student success.
• Serve as a member of the IS Executive Council, contributing to university technology policy, needs assessment, and program development.
• Investigate current and emerging technologies that may create new intellectual capital or capabilities for the UO.
• Support cross-organizational ideation and innovation efforts focused on technology-enabled business and academic transformation.

Required Qualifications

• Bachelor's degree or equivalent combination of experience, skills, and education.
• Ten or more years of progressive IT leadership experience with demonstrated depth in enterprise applications, integration services, and data management.
• Demonstrated leadership experience building, developing, and managing high-performing technology teams, including direct supervision, coaching, and mentoring of IT professionals.
• Demonstrated experience leading information technology services in a large, decentralized, or otherwise complex organizational environment.
• Demonstrated ability to lead and sustain organizational change in environments where trust-building, stakeholder engagement, and long-term commitment are essential to success.
• Experience managing and negotiating vendor contracts and agreements with end-users, service providers, and regulatory agencies.

Preferred Qualifications

• Advanced degree; MBA or equivalent graduate-level business or technology management education preferred.
• Experience working in IT within a medium/large research university or similarly complex, mission-driven institution with shared governance models.
• Demonstrated experience developing and maintaining short- and long-term technology plans and budgets in a complex institutional environment.
• Formal change management training or certification and demonstrated application in enterprise technology implementations.
• Experience with ITIL or ITSM frameworks to improve service delivery, operational consistency, and change management practices.
• Experience leading and managing application and middleware services at scale, including oversight of enterprise platforms, integration architecture, and data management functions.
• Proven experience developing and executing a multi-year technology vision and roadmap in alignment with institutional priorities.
• Experience with business process improvement methodologies; demonstrated ability to partner with operational units to redesign workflows, strengthen front-end data discipline, and drive process change.
• Experience designing or improving the ecosystem of systems and services, with an appreciation for modern technology expectations and a commitment to improving the overall digital experiences for students, faculty, and staff.
• Understanding of artificial intelligence, machine learning, and/or robotic process automation (RPA) as applied to enterprise systems.
• Experience working with or within a data governance framework in a complex, decentralized institution; demonstrated ability to advance data quality, reporting, and analytics strategies by leading through influence across organizational boundaries.
• Track record of seeing through multi-year technology transformations with a history of sustained presence and impact at prior organizations.
