Schedule: Monday–Friday, 8:00 a.m.–5:00 p.m. (40 hours/week)

Position Overview
The City of Columbia is seeking a licensed Professional Engineer to lead and support pavement preservation efforts within our Pavement Management Program. This position plays a critical role in maintaining and extending the life of Columbia’s street infrastructure while coordinating closely with Street Operations and other City divisions.

Key Responsibilities
Plan and execute components of the City’s Pavement Management Program
Manage capital improvement projects from prioritization through final acceptance
Review construction plans, development proposals, and subdivision plats for compliance
Prepare engineering documents including plans, specifications, estimates, contracts, and reports
Maintain and update street inventory and related GIS data
Draft resolutions, ordinances, and Council memos
Respond to public inquiries regarding pavement conditions and maintenance planning
Conduct system planning studies and research infrastructure improvements
Assist with emergency response operations, including winter weather events
Minimum Qualifications
Education & Experience
Bachelor’s Degree in Engineering (or related field)
3–5 years of engineering or construction experience
Licensure
Professional Engineer (P.E.) license required
Valid driver’s license
Applicants without a P.E. may be considered for hire as an Engineering Specialist.
Knowledge & Skills
Strong working knowledge of:
Civil engineering principles and transportation systems
Construction standards, materials, and methods
Engineering design software and drafting systems
Regulatory compliance (local, state, federal)
Planning and zoning regulations
Ability to:
Analyze complex data
Prepare accurate cost estimates and reports
Communicate effectively with technical and non-technical audiences
Navigate public meetings and high-contact environments
Work Environment
This position involves a combination of office and field work, including construction sites, rights-of-way, and street environments. Occasional exposure to traffic, extreme weather, mechanical equipment, and public interaction is expected.
