Job Description

SALARY IS COMMENSURATE WITH EDUCATION AND EXPERIENCE

SUMMARY:  

This evolving position is located in the Operations Division with the Oklahoma City-County Health Department (OCCHD). The employee will be a member of the OCCHD Emergency Preparedness and Response Team. Employee is responsible for assisting the Supervisor in the development and maintenance of all community contacts specifically involved with public health resiliency.  The incumbent will assist in the establishment of partnerships, consortia, and linkages between the OCCHD and community area emergency planning and response entities, including various state and federal agencies.  Also, the employee will work with other OCCHD team members on incidents, events and information technology aspects of the OCCHD Emergency Preparedness and Response Program. In addition, the employee may conduct assessments and analyses of public health system capacities. The employee is responsible for the development and maintenance of volunteer contacts for programs involved with bioterrorism incidents or other public health threats or emergencies. The incumbent will work to establish a cadre of volunteers through the Oklahoma Medical Reserve Corps (OKMRC) to respond to any possible actual event, take part in training and preparedness exercises, and promote public health through community events. Also, the incumbent will work with the Emergency Preparedness and Response Program Trainer in providing training for the volunteers. The employee will work with health-care providers, physicians, various public and private sector representatives, business and civic leaders, legislators, executives, and city, county, and state officials to strengthen existing partnerships and develop new ones to facilitate increased communication and effective response to disasters or bioterrorism events in Oklahoma County. The incumbent is responsible for working with various organizations in identifying volunteers, actively recruiting volunteers from within the community, and maintaining a database on volunteers.  Incumbent will serve as the OK County MRC Coordinator. The incumbent will serve on the OKMRC Administrative Team.   During events, exercises or responses incumbent may serve in several roles including coordinate and supervise volunteers deployed by OCCHD or Resource Unit Leader. 

PRINCIPLE DUTIES AND RESPONSIBILITIES:

This position functions at the intermediate level (Tier 2) as defined by the Council on Linkages Core Competencies for Public Health Professionals with a primary focus on the following Domains:

ESSENTIAL JOB FUNCTIONS: 

  1. Developing and maintainingcontacts between OCCHD and community and faith-based partners.
  2. Assistingthe Strategic Planning Coordinator with conducting assessments and analyses of public health system capacitiesrelating to jurisdictional risk. 
  3. Interacting with individuals and groups in developing resourcesand creating informational materials.
  4. Collecting data.
  5. Generating documents and reports.
  6. Communicating with a broad spectrum of health professionals, partners, and public and private groups and agencies within the community.
  7. Making presentations to a wide variety of groups.
  8. Driving to various locations to perform job duties as needed.
  9. Completing training in support of duties and responsibilities of this position including ICS courses.
  10. Maintaining and utilizing OKMRC volunteer registry ofwho will respond to incidents, events and participatein training and exercises.  
  11. Working with various organizations in identifyingvolunteers and actively recruiting volunteers from within the community.
  12. Working with various community agencies and public and private organizations to maintainand grow a local MRC unit, andserving as the OKMRC Representative for OK County. 
  13. Interacting with individuals and groups in developing resources and creating informational materials.
  14. Verifyingreference checks and background checks on volunteers as per OKMRC policy and procedures.
  15. Serving on the OKMRC Administrative Team.
  16. Communicatingwith volunteers through email, social media, and telephone, and issue volunteer uniforms.
  17. Coordinatingvolunteers during OKMRC activations, including emergency responses, community events, and trainings, which may include working evenings and weekends.
  18. At the direction of OCCHD Chief Executive Officer and Chief Health Officeror designee, the incumbent will be assigned a variety of specific job duties and responsibilities as a member of the OCCHD Emergency Preparedness and Response Program Team (i.e., Bioterrorism Response Program).  Also, as a member of the OCCHD Emergency Preparedness and Response Team, the incumbent is required tocomplete all necessary responder training and may be designated as a member of the first-responder team. 
  19. In accordance withour designation of a PHAB Accredited health department and explicit commitment to continuous quality improvement, employees will receive Quality Improvement (QI) training deemednecessary by their supervisor. 
  20. Actingas the marketing liaison between Emergency Preparedness and Response and the Communications Department.
  21. Workingwith Strategic Planning Coordinator to ensure all plans address jurisdictional risk assessments and priorities.
  22. Coordinatingwith other OCCHD programs to enhance community awareness of available programs and services.
  23. Developingand maintaininga system to gather feedback from community and faith-based partners following trainings, events, and incidents to inform continuous improvement efforts. 
  24. Servingon coalitions, workgroups, committeesand task forces in the community concerning Public Health Preparedness and Response program activities. 
  25. Representingthe Emergency Preparedness and Response Program at various meetings and conferences.
  26. Maintaininginformation about current communications needs and barriers in Oklahoma County.
  27. Identifyingeffective channels of communication for reaching the publicand special populations during public health threats and emergencies. 
  28. Engagingvolunteers in events that promote wellness, resiliencyand preparedness. 

QUALIFICATIONS/REQUIREMENTS

-LEVEL 1: Master's degree in Public Health, Sociology, Psychology, Community Health, Business, Social Sciences, or related field plus three years of experience at a professional level related to health, planning, or emergency preparedness services OR Bachelor's degree preferably in a health-related field plus four years related experience. Pay Grade 15 / $63,264 Annual Salary

-LEVEL 2: Master's degree in Public Health, Sociology, Psychology, Community Health, Business, Social Sciences, or related field plus four years of experience at a professional level related to health, planning, or emergency preparedness services OR Bachelor's degree preferably in a health-related field plus five years related experience. Pay Grade 16 / $68,280 Annual Salary

-Experience must include at least three years of experience at a professional level related to health, planning, or emergency preparedness services 

-Valid Oklahoma driver license required

WORKING CONDITIONS: 

-Primarily indoors in climate-controlled building 

-On occasion, will work outdoors, in varying weather conditions, when participating in field exercises, training, community events, or actual Emergency Preparedness and Response situations 

-No smoking or use of non-smoking tobacco products is allowed at any time while conducting OCCHD business or in OCCHD vehicles or property 

-No use of cell phones or the use of electronic wireless communications devices used to write, send or read a text-based communication while driving a motor vehicle on OCCHD business 

-May be subject to occasional standing for extended periods 

-Periodically exposed to glare from a computer monitor 

-May be required to wear a HEPA filter mask, in which case, limited facial hair is allowed 

-OSHA category: performs tasks that involve no exposure to blood, body fluids, or tissues 

PHYSICAL REQUIREMENTS: 

-Arm/hand steadiness and digital dexterity enough to use equipment such as computer keyboard, remote controls, and switches, etc. 

-Vision enough to read and draft written communications such as computer printouts, instructions, hand- or machine-generated documents, etc., as well as print and/or graphics on a computer monitor 

-Speech and hearing enough to communicate with others, both via telephone and face-to-face 

-Ability to be understood in a public place with or without a microphone 

-Flexibility and coordination enough to operate a motor vehicle as needed 

-Flexibility and coordination enough to bend, stoop, stand, crouch and walk to perform tasks such as setting up equipment and making presentations 

-Strength enough to lift and move equipment weighing up to 35 pounds 

WORKING RELATIONSHIPS: 

This position requires contact with other OCCHD employees at all levels, health-care providers, physicians, various public and private sector representatives, legislators, executives, and city and county officials; and, occasionally with clients. The employee may be required to occasionally deal with temperamental people. 

SUPERVISION GIVEN AND RECEIVED/ACCOUNTABILITY: 

This employee is under the supervision of the immediate supervisor. Work product is subject to both specific and general review. The employee has no supervisory responsibilities.  Although this position has no direct accountability for any money or materials, the employee may make recommendations which result in the expenditure of significant funds such as the NACCHO grant for local the local MRC Unit. 

CONDITIONAL: 

Employees who fall into the following categories are in conditional employment positions:  a) Chief Executive Officer and Chief Health Officer; b) Senior Executive Team, Executive Team and Leadership Team employees who serve at the pleasure of the OCCHD Chief Executive Officer and Chief Health Officer; c) certain other OCCHD employees whose salaries, benefits, and/or overhead are based on available funds such as, but not limited to, revenue generating contracts, grants, or fee-for-service revenue.  In other words, this means that if the funding or the program is terminated, cancelled, or non-renewed, your employment terminates automatically.  This position may be partially or fully funded by a grant. 

OTHER DUTIES AND RESPONSIBILITIES: 

-Must have an operating vehicle available for use when field duties are required 

-Will be compliant on recommended immunizations required by the CDC as a healthcare worker and as defined within the scope of Emergency Response within 30 days of hire.  Exceptions accepted with documented medical or religious accommodation.  OCCHD will provide vaccinations at no charge to employees. 

-May be required to work outside of regular business hours or assigned shift hours due to job responsibilities
