JOB SUMMARY: The DBE Program Analyst is responsible for the monitoring and compliance of DTCs Disadvantaged Business Enterprise (DBE) Program. The incumbent develops and implements procedures for the administration of the DBE program for the corporation. The position collects and analyzes data to generate required local, state, federal and agency reporting requirements. Reviews all specifications of contracts to ensure complete and that regulations are honored. Responsible for periodic compliance audits and recommends corrective actions. Provide technical support and resources regarding the contract process and the DBE program to internal and external stakeholders.

ESSENTIAL FUNCTIONS:

Position Specific:

  • Oversee the development, implementation and monitoring of the DBE program
  • Plan, coordinate and conduct outreach efforts that educate and promote the DBE program to small businesses and potential DBE businesses
  • Generate timely and accurate reports for submission to FTA civil rights office
  • Manage the bidding process and analyze responses within the parameters of all applicable procedural requirements
  • Assure that specifications are complete and that regulations are honored to avoid lengthy contract appeals
  • Participate in contract panels during the procurement process

Technical Skills:

  • Conduct program audits of contract information to ensure compliance with 49CFR part26
  • Analyze the necessary data to identify potential DBE businesses
  • Develops leases, park-n-ride agreements, fare card agreements and memorandums of understanding
  • Prepare solicitations and reports according to procedures mandated by the corporation, the Federal Transit Administration (FTA) and the State of Delaware
  • Conduct periodic compliance audits and recommends solutions
  • Serve as a resource for technical expertise regarding contracts and the DBE program

Collaboration

  • Interact with internal and external stakeholders, including legal representation and bidders
  • Participate in meetings and serve on committees as assigned

Compliance:

  • Ensure compliance with all applicable corporate, federal, and state guidelines

Performs other duties as requested by Senior Management

QUALIFICATIONS: The DBE Program Analyst requires expertise in developing and managing strategic relationships with business, government and community stakeholders. Knowledge of contract development and DBE program regulations, with particular emphasis on state and federal regulatory agency mandates. The ability to adapt the application of current and evolving information technology to the workload is also required.

COMPUTER SKILLS: Demonstrated proficiency in Microsoft Office software products specifically Excel, PowerPoint and Word.

CUSTOMER SERVICE SKILLS: Strong interpersonal skills to foster teamwork and create positive connections with customers. Ability to meet goals to increase efficiency improving customer service.

MINIMUM EDUCATION AND EXPERIENCE: Bachelors degree in economics, sociology, political science or related field. Three (3) to five (5) years of professional experience that demonstrates progression in responsibility for more complex assignments related to contracts and DBE programs. Experience in the transportation industry is preferred.

LANGUAGE SKILLS: Excellent verbal and written communication skills. Ability to read, analyze and interpret common business journals, financial reports and legal documents. Ability to respond to inquiries. Ability to produce written and/or oral reports and to create and present information. Bilingual a plus.

MATHEMATICAL SKILLS: Ability to work with significant mathematical concepts. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

REASONING ABILITY: Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to maintain a level and appropriate business demeanor.
