GENERAL MANAGER — SOUTHWEST MILAM WATER SUPPLY CORPORATION Rockdale, TX | Full-Time | Exempt / Salary

About Us Southwest Milam Water Supply Corporation (SWM) is a member-owned, not-for-profit water utility committed to providing clean, safe water to residents across Milam, Lee, Williamson, and Burleson counties. With a dedicated team of 20 employees, more than 600 miles of pipeline, and a service area spanning four counties, we are proud to be a vital resource for our rural Texas communities. Our office is located at 706 E. Cameron Ave., Rockdale, TX 76567.

The Opportunity We are seeking an experienced, motivated, and community-minded General Manager to lead our organization. This is a high-impact leadership role responsible for the day-to-day operations of a significant regional water utility, working directly with an engaged Board of Directors to deliver safe, reliable water service to hundreds of families and businesses across Central Texas.

What You'll Do

  • Lead by example — setting performance standards, fostering a positive workplace culture, and developing a high-performing team of 20 employees
  • Oversee all hiring, training, performance evaluations, and personnel decisions in compliance with local, state, and federal employment laws
  • Prepare and manage the annual budget, including capital improvement planning and equipment replacement schedules
  • Maintain sound accounting controls and work closely with the corporation's accountant and finance/budget committee
  • Serve as the primary liaison to the Board of Directors, providing regular updates, operational and financial reporting, and strategic recommendations
  • Guide the Board on applicable laws, policies, and regulatory compliance — ensuring consistent, non-discriminatory enforcement across the organization
  • Oversee system operations including quality control, maintenance programs, emergency procedures, and inventory management
  • Monitor system design, demand, and coordinate with engineers on infrastructure needs
  • Negotiate and communicate with community stakeholders and local, state, and federal agencies (including TCEQ and PUCT)
  • Ensure the corporation and its employees are protected with adequate insurance coverage
  • Serve as the primary point of contact during emergencies, major equipment failures, or any event that could disrupt water service

What We're Looking For

Required:

  • TCEQ Class "B" Groundwater License (minimum)
  • Valid Texas Driver's License
  • Proven management experience
  • Strong accounting and budgeting background
