Lead Proposal Writer (Government & Public Sector Focus)
Location: Hybrid (Central Pennsylvania / Camp Hill area)
Compensation: $65,000 – $85,000, commensurate with experience
The Role
We are seeking a highly skilled Lead Proposal Writer to drive our government and public sector growth initiatives. This is not an entry-level writing position. We need a strategic communicator who excels at transforming complex technical and business inputs into compelling, client-focused narratives in response to RFPs, RFQs, and RFIs. You will collaborate closely with Proposal Managers, capture teams, and subject matter experts to ensure every submission is compliant, competitive, and perfectly aligned with our win strategies.
Core Responsibilities
- Lead the development of high-quality, compliant, and persuasive proposal content for RFPs, RFQs, and RFIs.
- Collaborate intimately with technical SMEs, recruiting, and business development teams to gather, validate, and translate complex concepts into clear narratives.
- Develop, maintain, and continuously improve a centralized proposal content library, integrating writing best practices and responsibly utilizing AI-enabled writing support.
- Manage multiple concurrent proposal efforts simultaneously, ensuring absolute accuracy, strict adherence to fixed deadlines, and total compliance with solicitation requirements.
- Compile all necessary content, resumes, forms, and partner data calls required for complete submissions.
Required Qualifications
- Experience: 3 to 5+ years of direct proposal writing experience, with a proven track record of writing in response to formal RFPs, RFQs, and RFIs.
- Education: Bachelor’s degree in communications, English, journalism, marketing, business, or a related field (or equivalent professional experience).
- SME Collaboration: Demonstrated experience interviewing and translating inputs from SMEs, consultants, and subcontractors into cohesive documents.
- Industry Knowledge: Experience supporting proposals in government, public sector, or strictly regulated environments is highly desired.
Certifications: APMP Foundation or Practitioner certification is a strong plus.
