This includes development and management of the department's Capital Improvement Program to design, construct, replace, rehabilitate, expand, or increase capacity of water and wastewater infrastructure. Additionally, the position is responsible for negotiating complex agreements; preparation and evaluation of highly technical reports, and developing goals, objectives, policies, and priorities for assigned programs.
