JOB SUMMARY: As a registered engineer, independently evaluates, selects and applies standard engineering techniques, procedures and criteria, using judgment in making modifications and adaptations in the design and construction of public works projects and municipal facilities. Plans, designs, permits, and manages capital improvement projects. Supervises consultants, inspectors, CADD Technicians, and administrative personnel. The incumbent oversees work of subordinate personnel involved in preparing plans, specifications and cost estimates. Work is reviewed through conferences and written reports for adherence to established policies and procedures. ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
Develops and prepares designs and plans for major public works projects; applies engineering principles and techniques to complex engineering projects.
Works with survey personnel in acquiring field data; estimates quantities and costs of projects; obtains required permits; writes specifications; follows project through bidding process, construction, final payment and expirations of warranty.
Inspects construction projects while in progress and upon completion for adherence to plans and specifications; advises contractors on the interpretation of plans and specifications; approves minor design changes in the course of construction; reviews contractor's change orders and payment requests.
Supervises subordinate personnel involved in preparing plans; specifications, and cost estimates, and in performing field inspections for adherence to plans and specifications.
Participates in the selection process for the services of technical consultants.
Reviews site plans and building permit applications to assure compliance with the engineering provisions of the City Code.
Prepares and negotiates field and change orders.
Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.
Performs other job duties as assigned.

Possession of a Bachelor's Degree from an accredited college or university in Civil Engineering or a related field
Two (2) years of progressively responsible professional experience in engineering practices
Certification as a Professional Engineer in the State of Florida
Preferred:
Possession of a Master's Degree from an accredited college or university in Civil Engineering or a related field
Six (6) years of progressively responsible professional experience in engineering practices
Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements. CERTIFICATES, LICENSES, REGISTRATIONS :
Certification as a Professional Engineer in the State of Florida
Storm Water Management Inspector certification (preferred)
Valid Driver's License: With proof of automobile insurance
Background Check: Must have an acceptable background record
Driving Abstract: Must have an acceptable driving record
KNOWLEDGE, SKILLS, ABILITIES:
Knowledge of engineering principles and construction practices and techniques.
Knowledge of mathematical engineering applications, and land surveying methods.
Ability to perform cost estimates.
Ability to adapt approved engineering methods and standards to the design, construction, and inspection of a variety of public works projects.
Ability to supervise the work of technical personnel involved in design and construction projects.
Knowledge of the current literature, trends, products, technology and developments in the field of engineering.
Ability to establish and maintain effective working relationships with employees, contractors, developers, officials and the general public.
Ability to read and interpret construction plans and specifications.
