The Water Resources Engineer is responsible for assisting with ensuring Cal Water’s long-term operational and water supply reliability and performs a range of activities related to reliability planning, water supply management and development, and facility master planning for 23 separate water systems throughout California.  This position is located in San Jose, CA, and reports to the Water Resources Manager.


  • Prepares, leads, and updates operational and water supply reliability studies including water supply and facility master plans, regional reliability studies, and Urban Water Management Plans 
  • Prepares annual delivery schedules, State production reports, monitors water supply demands, and water rights leases
  • Represents Cal Water's interests with our wholesalers, regional supply planning efforts (e.g., Sustainable Groundwater Management Act (SGMA) of 2014), and regional water supply projects (e.g., recycled water)
  • Manages complex analysis of specific factors affecting supply reliability including climate change and demand forecasting
  • Evaluates land use planning; prepares population growth and demand forecasts
  • Assists in the preparation of the Company’s annual capital budget, evaluating the cost effectiveness of conservation and other water resource management projects and programs
  • Develops and participates in presentations to internal and external audiences
  • Researches and writes project justification documentation, including scope, project need and alternatives, for proposed projects in conjunction with Engineering and District staff
  • Creates proposed capital projects and studies within PowerPlant budgeting software
  • Participates in the Company’s Public Utility Commission (PUC) rate case filings, including writing data requests, district tours and settlement negotiations and responses
  • Analyzes project cost and schedule trends
  • Manages and communicates with project-specific contractors, consultants, agencies, and staff
  • Performs other duties of a similar nature or level


  • Bachelor’s degree in Water Resource Management or Planning, Civil Engineering, Urban Planning, Geography, Natural Sciences or related field from an accredited program and or equivalent relevant experience; Master’s degree preferred
  • Experience in water resources planning, management, and development
  • Excellent verbal and written communication skills with internal and external audiences
  • Strong project management skills including scheduling, prioritization, and coordination
  • Ability to make technical decisions and provide technical assistance when needed
  • High level of competency with Microsoft Office, particularly Word, Excel, and PowerPoint
  • Experience with consultants and contractors
  • Negotiation experience preferred
  • Valid California Driver License
