Chesterfield County's Environmental Engineering Department is seeking a Stormwater/Compliance Specialist to assist the Stormwater Permit Manager in the management, coordination and implementation of all investigatory and enforcement activities related to the county's VSMP/MS4 permit. Ensure resolution of and compliance with regulations prohibiting illegal discharges to the storm drainage system. Prepare and assemble evidence of violations as required and provide expert testimony in court proceedings. Conduct stormwater compliance inspections of industrial, commercial, and government facilities; evaluate the effectiveness of stormwater management programs in reducing pollutants in stormwater; prepare detailed reports of findings and recommendations for corrective actions. Manage the day-to-day activities of the illicit discharge detection and elimination program; supervise the Water Quality Compliance Technicians and train personnel in conducting stormwater infrastructure inspections and outfall screenings. Maintain database, tracking and file system of the investigations, inspections, and other water quality monitoring programs. Prepare and assembly detailed programmatic information in a timely manner for reporting, consistent with state and federal regulatory requirements. Perform other work as required.
Successful candidate will possess a bachelor's degree in environmental science, civil or environmental engineering or a related natural resource field, and three years of progressive experience with stormwater or water quality inspections and enforcement of environmental regulations; or an equivalent combination of training and experience. Training in hazardous materials identification and field remediation. Knowledge of and/or training in investigatory techniques and procedures. Practical knowledge and experience in sample collection. Knowledge of Virginia stormwater permit requirements related to the implementation of Virginia Stormwater Management Program (VSMP)/Municipal Separate Storm Sewer System (MS4) permit is preferred. The position requires the ability to work independently and the ability to manage multiple tasks in a timely manner. Incumbent must have excellent oral and written communication skills; and experience in the development and use of databases or other software required. Preferred candidates should also have demonstrated the ability to, handle enforcement situations effectively, educate and inform businesses and residential users of local and state stormwater requirements; conduct enforcement; assist in the development and implementation of watershed management strategies to address stormwater-quality issues; and prepare reports on inspection and enforcement programs for submittal to state and federal regulatory agencies.
Must have the ability to respond to both emergency and non-emergency stormwater-quality incidents and conduct outdoor activities under temperature extremes and adverse weather conditions. Work requires moderate physical activity.
Good driving record required. Must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months.
