Job Description

The Director of Program & Contracts Management is responsible for providing proposal support, overseeing contract negotiations, compliance and administration of contracts for Defense, Government, and Commercial customers and serves as the planner/coordinator/driver if internal resources to successfully deliver programs for the customers and for the Company. Builds strong, positive internal and external customer relations,


·     Supports customer briefings, proposal generation, and new business initiatives

·     Defines, plans, develops, and implements strategies, policies, practices, and programs that leverage Kopin’s skills, capabilities, and  experience for government and commercial customers in support of business objectives

·     Oversee contract negotiation, management, and administration in accordance with applicable contracting regulations and terms and conditions (FAR, DFARS, UCC, etc.), clause analysis, contract changes, disputes, intellectual property/technical data and subcontract flow down

·     Support proposal development and day-to-day program operations

·     Conducts regular reviews of program performance through assessment of metrics to ensure program objectives are met, including safety, cost, and schedule

·     Anticipates, identifies and solves program issues related to resource shortages/needs, schedule, program costs and product performance and product costs

·     Establishes and clearly communicates program vision, implementing service delivery methodologies and processes while maintaining a level of program structure, program quality, and operating within Government defined standards and requirements

·     Manages program financials within budget and in accordance with Kopin’s policies and standards

·     Manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance.

·     Participates in strategic business planning and business development activities

·     Engages with customers and stakeholders (internal and external) to establish/improve relationships, understand requirements, and communicate accomplishments or issues

·     Monitors, controls, and communicates project, budget, staffing, schedule, and performance status; prepares status reports; effectively manages program and project scope

·     Identifies and assesses project risks and issues, and develops resolutions to meet productivity, quality, and customer-satisfaction, goals and objectives

·     Defines and drives achievement of objectives, both short term and strategic, in collaboration with senior management

·     Interacts with senior management and others concerning matters of significance to the Company. Conducts business and technical briefings for senior management

·     Manages the design release and the transition from product development to production through coordination with manufacturing, engineering, and procurement resources
