The Office of Institutional Equity (OIE) ensures the University of Connecticut's commitment and responsibility to foster equitable and inclusive working and learning environments across the entire UConn community, including UConn Health. Our work focuses on administering the University's non-discrimination policies, as well as ensuring compliance with related state and federal laws. OIE is seeking an experienced professional to serve as the Deputy ADA Coordinator, providing leadership and assistance to the ADA Coordinator to assure compliance with the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act of 1973, and other relevant federal and state laws pertaining to individuals with disabilities.
The successful candidate will have a demonstrated knowledge of disability access services in a dynamic higher education environment. Responsibilities include collaborative leadership on disability issues and extensive knowledge and interpretation of disability legislation related to access and accommodations for students, employees and visitors. Reporting to the Associate Vice President for the Office of Institutional Equity/ADA Coordinator, the Deputy will play an integral role in shaping and defining the direction of University disability-related compliance.
The Deputy ADA Coordinator will assist with ADA compliance across the institution, including Storrs, regional campuses, and UConn Health. The position will be based in Storrs, with regular travel to other campuses.
DUTIES AND RESPONSIBILITIES
* Monitor University compliance with state and federal disabilities-related legislation and regulatory guidance as well as implement plans for improvement in collaboration with other administrators, faculty and staff.
* Collaborate with university leadership to ensure adherence with legal requirements.
* Educate, train and guide the University community in understanding disability access, rights, and responsibilities including the dissemination of current policies and information reflecting best practice.
* Assist in the planning and coordination of University policies and procedures relating to disabilities compliance.
* Assist in leadership of UConn's disability-related committees and working groups
* Assure that appropriate processes are in place to respond to allegations of disability discrimination and non-compliance with federal and state law pertaining to individuals with disabilities.
* Assist OIE's Investigators in responding to concerns and complaints of discrimination on the basis of disability.
* In collaboration with the Center for Excellence in Teaching and Learning, Human Resources and/or other stakeholder, provide oversight and leadership for all disability-related access and programming initiatives for faculty, staff and students.
* Consult with university leadership and relevant stakeholders within Information Technology Services on electronic and information technology and website accessibility in academic and programmatic settings as well as in outreach with the public consistent with best practices in higher education.
* Develop appropriate policies, procedures and processes that respond to the needs of individuals with disabilities consistent with the university's mission, goals, operational needs, and/or academic requirements.
* In collaboration with university leadership and other appropriate university offices, provide guidance and assistance to managers, supervisors, and faculty in implementing accommodations related to employment, academic and/or residential requests.
* Provide guidance and assistance to campus departments in implementing accommodations and developing office practices with an emphasis on Universal Design.
* Maintain a working knowledge of changing regulations and policies regarding persons with disabilities, including FERPA, Section 504 of the Rehabilitation Act, and the Americans with Disabilities Act, including ADA standards and regulations for Accessible Design.
* Assist with advising and collaboration with University Planning, Design and Construction (UPDC) as well as Facilities Operations and Building Services regarding compliance with the ADA and other relevant standards for building and facility accessibility and architectural changes.
* Compile and prepare disability-related reports and guidance documents for the Associate Vice President for OIE as well as other University leaders.
* Develop, coordinate and deliver trainings and programs for students, faculty, and staff regarding disability access, rights, and responsibilities.
* Working with other relevant offices and leadership, assist with development of staff and faculty programs related to campus access and instruction.
* Serve on institutional committees and task forces as needed.
* Provide consultation to the local community on disability issues as needed.
* Participate in community, statewide or national committees, task forces and networks to promote disability access.
* Assist with hiring, training and supervising consultants, as needed, to assist with compliance mandates.
* Graduate degree in appropriate field (Special Education, Higher Education, Disability Services, Rehabilitation Counseling, Law, etc.).
* A minimum of five years of recent experience providing guidance on compliance with the ADA, Section 504 and related disabilities law in a complex institutional or public sector environment.
* Demonstrated leadership in ADA, Section 504 compliance and the ability to effect institutional change to enhance the experience of people with disabilities.
* In-depth knowledge of key legislation (Rehabilitation Act, ADA, state regulations) related to disability and of the functional impact of various disabling conditions.
* Demonstrated knowledge of academic, employment, residential, physical and technological accommodations for disabilities accommodations in an academic environment.
* Demonstrated excellent written and oral communications skills.
* Experience with public speaking, training and/or presentations related to disability access and accommodations, including the creation of written materials (slide decks, handouts) related to access and accommodations and utilized in connection with presentations.
* Ability to work independently and meet deadlines, and also ability to work as a collaborative teammate.
* Demonstrated ability to interact well with people and groups from academically and culturally diverse backgrounds.
* Experience facilitating accommodations for students, employees, and/or visitors/members of the public strongly preferred.
* Experience with responding to concerns, complaints and/or grievances related to disability access and accommodations, including but not limited to conducting intake meetings and participating in grievance procedures and/or investigations related to access and accommodations.
* Experience with disability access and accommodations issues in the higher education setting, preferably at a large public university.
* Ability to be a leader in promoting diversity, equality and inclusiveness within a team or organization.
