Job Description

The Kittitas County Public Works Department is currently seeking qualified candidates to fill the position of Deputy Director/County Engineer. This is a full-time, benefited, non-union, exempt position. The Deputy Director/County Engineer is responsible for the day-to-day operations of the Design/Construction/Traffic Divisions within the Public Works Department, project development and implementation, development review, traffic engineering, annual pavement preservation program, administration of the County’s Bridge Inspection Program and other functions as assigned.

SALARY RANGE: $8,600 - $11,572

This is the full salary range for the position.  The new Deputy Director/County Engineer will be hired at the level commensurate with skills and experience.

 

THE JOB

The Deputy Director/County Engineer performs a variety of supervisory, administrative, and engineering duties within the Design/Construction/Traffic Division of Public Works. This position will assist in the planning and implementation of division goals and objectives. Maintenance of the division budget and implementation of cost-effective measures to increase productivity is an essential part of this role.

 

The Deputy Director/County Engineer supervises and provides professional direction to all engineering and technical staff within the Design/Construction/Traffic division. This may include recruitment, training, mentorship, performance evaluations, and disciplinary actions when necessary.

 

In addition to administrative duties, the Deputy Director/County Engineer provides engineering services to the Public Works Department by fulfilling the statutory duties of County Engineer as provided in RCCW 36.80. These duties include designing and coordinating the development of construction engineering plans and specifications for roads, bridges, traffic signage, design improvements, and other transportation improvement projects. This position will participate in the development of detailed construction drawings and maps, and review complex design plans.

 

In all capacities of the job, the Deputy Director/County Engineer must maintain effective relationships with the staff and the public, and ensure compliance with laws, ordinances, and codes.

 

ABOUT PUBLIC WORKS

The Kittitas County Public Works Department is responsible for maintaining the county’s road system, from snow removal to grading and chip sealing. The Department also performs bridge inspections and replacements, handles the Flood Control Zone District, issues permits, and manages a variety of other construction projects. Most construction projects are designed in-house.

 

The Public Works Department is one of the county’s largest departments. With over 550 miles of road and 266 bridges throughout the county, daily tasks are numerous and can vary greatly in nature. The engineering staff in Public Works are responsible for various functions of the countywide road system including safety, construction, bridges and annual maintenance requirements. The engineering staff prepare the annual chip seal and striping programs, research county right-of-ways, and collects GPS data for roadside inventory to incorporate in the county GIS mapping system.

 

The Public Works Department is led by Director Mark Cook who has been with Kittitas County since 2015.

THE IDEAL CANDIDATE

To succeed in this position, candidates should have exceptional communication, computer, and supervisory skills. The ideal candidate is resourceful, analytical, adaptable and organized. Qualified candidates must also meet the following minimum requirements:

  • Bachelor’s degree from an accredited college or university in civil engineering or related field, and four (4) years of broad-based experience in civil engineering.
  • Possess an active Professional Engineer License from the State of Washington or a state having reciprocity with Washington. If not certified in Washington State, candidates must be able to obtain a State of Washington Professional Engineer (Civil) license within six (6) months of hire.
  • Eight (8) years’ management-level experience in transportation, utilities, or construction including direct supervision of staff.
  • Obtain certification as a Washington State Bridge inspector within two (2) years of hire.
  • A criminal history and background check will be performed on qualified candidates. Convictions may preclude candidates from employment in certain circumstances. Factors such as relativity to the position, age at time of the offense, seriousness and nature of the violation, and rehabilitation will be taken into account.
