Goldbelt, Inc. is in search of a Project Manager II (Expert supporting Human and Animal Research Protection (HARP) located in Falls Church VA. Job Duties:
Provide expert guidance and support in all matters related to the Air Force (AF) Human Research Protection Program (HRPP) via the AFMSA/SGE-C.
Provide analysis addressing human research protection requirements.
Work closely with the AF Research Oversight and Compliance Director or
Branch Chief, other subject matter experts (SMEs) and other internal and external customers.
Coordinate review of human research protocols by the Surgeon General's Human & Animal Research Panel (SGHARP).
Review, plan, design and provide corrective guidance to submitters and otherwise coordinate submission of applications for AF Issued Department of Defense (DoD) Assurances.
Draft and provide senior technical support for the update and preparation of AF, multiservice and joint policy guidance and other official publications.
Assist the Government Program Manager (PM) with drafting new policies under oversight of AFMSA/SGE-C leadership.
Assist in the development of internal operating procedures for the AF HRPP and upon request by the Government PM, for local AF HRPPs.
Provide HRP education and training for the AF HRPP in consultation with AFMSAISGE-C.
Monitor and track approved Assurances and related documentation.
Coordinate continuing oversight of ongoing research under AF-issued DoD Assurances.
Monitor protocol amendments, progress reports and other related documentation.
Plan logistics of site visits or SAVs to institutions with AF-issued DoD Assurances.
Participate in site visits or SAVs with AFMSA/SGE-C personnel.
Draft site visits or SAV-related letters; track site compliance for documentation; perform review of related materials.
Advise senior AFMSA/SGE-C personnel regarding compliance issues identified and best practice recommendations.
Assist/resolve HRPP issues related to local implementation of the AF HRPP during site visits or SAVs.
Exercise superior written and verbal communication skills, as well as skills, in communicating with internal AF personnel and external non-AF personnel.
Coordinate preparation for and attend meetings, seminars, workshops, demonstrations and other events. Prepare minutes on events attended for general distribution.
Required Education and Experience:
Graduate Degree in Arts or Science with a minimum of six (6) years of specialized experience; or, post-graduate degree with a minimum of four (4) years of specialized experience.
Knowledgeable of human research protection policy per DoDI 3216.02 and Air Force Instruction (AFI) 40-402.
Knowledgeable and Experienced in Microsoft Office (Excel, PowerPoint, Word and Outlook).
Experience in implementing DoD and AF HRPP requirements.
Certified IRB Professional (Institutional Review Board)
